Missouri River Breaks National Monument Questioned by the Governor

(Former) Governor Judy Martz is still debating the boundaries of the Upper Missouri Breaks National Monument after the lines have been drawn and agreed upon. She wants them changed to exclude private lands within the area. Touting protection of pri-vate property rights, the Governor is mis-representing the issue. No property rights or privileges have been altered in any way by being included within the boundaries of the monument. The lines were originally drawn based on topography, identifying ridges and natural values, and public land ownership. Private property was included based on the possibility that these ranches may be purchased by the federal govern-ment on a willing selling/willing buyer basis. This way, an additional Act of Congress will not be needed in case the pri-vate landowner wishes to sell these dry, windswept, marginal grazing lands. What the Governor does not realize is that, since the designation of the monument, property values have appreciated because they are within the monument boundaries.
